How long Hindus are going to tolerate such betrayal ? Hindus should strongly oppose, in lawful manner, this Bill which is aimed at attacking and destroying their faith under the guise of eradicating superstitions ! They should meet their elected representatives or contact them through phone, emails etc. and ask for explanation ! – Editor SP

Will the Congress Government answer the following questions?

1. Is the Government going to refer the 2011 Bill to the Joint Review Committee (JRC) for amendments?

2. What has the Government achieved after wasting its money and 6 years?

3. The legislature has wasted its valuable time, running into many hours, for this Bill. Who is going to give account of that?

4. JRC, appointed for carrying out improvement in the Bill, was holding meetings for 3 years. What was its outcome?  

5. What decisions were taken on the points raised by Shiv Sena MLA and a senior leader Mr. Diwakar Raote?

6. More than 40,000 letters out of the letters received by the Government in response to its appeal seeking people’s opinion on the proposed Act, were against passing of this Act. What is the action taken by the Government on their opinions?  

7. What about the promises given to pro-Hindu organizations and Warakari Sampradaya?

8. The Minister for Social Justice had also given assurance that Hindu Janajagruti Samiti (HJS) would be invited for discussions. What happened to that assurance?

9. Why is the Government betraying billions of Hindus only to have good image among 4-5 socialists?

Mumbai: In the year 2005, the Congress Government had prepared ‘Maharashtra eradication of Black Magic and undesirable and dreadful practices Bill 2005’; but it got delayed owing to severe opposition. Finally, the Bill was cancelled in December 2009 due to the strong opposition in the legislature; but the Government is hatching a plot to pass the same cancelled Bill; generating intense reactions from the people. In the year 2005, the Bill was passed in the Legislative Assembly on the basis of majority, amid severe pandemonium.  There were many shortcomings in this Bill. There were many clauses which were against the rights conferred by the Indian Constitution and many legal experts from the Supreme Court, HJS, pro-Hindu organizations, Warakari Sampradaya, Shiv Sena and millions of devout Hindus exposed such shortcomings.

The shortcomings and drawbacks were also accepted in the session of the Legislative Council and as agreed by all the parties, the Bill was referred to the Joint Review Committee (JRC). JRC held meetings in the last 3 years. Mr. Diwakar Raote, a Shiv Sena MLA and a senior leader presented his points in the Legislative Council for nearly 2-1/2 hours, just to prove that how the Bill was un-Constitutional. People’s poll was taken on the Bill in the year 2007 when more than 40,000 letters were received against passing of this Act.

In the year 2007, the ‘Warakaris’ stopped their ‘Ashadhi’-pilgrimage at Bakhri to protest against the proposed Act and warned the Government. The then Minister had assured to take Warakari’s opinion into consideration while preparing this Act.

Now, the Maharashtra Government, after spending nearly 6 years in all the above process, has only changed the name of the proposed Act without carrying out any modifications. The new name of the same Act is ‘Maharashtra Eradication of Narbali, and other inhuman, undesirable and dreadful practices and black Magic Bill 2011’. The only word omitted from the earlier Bill is ‘Vaidu’; but the rest of the clauses and the sentences drafted in the earlier Act remain the same.

The Congress has thus not only insulted the legislature but also Warakari Sampradaya, Shiv Sena and HJS by doing this. Maharashtra State Warakari Mahamandal and pro-Hindu organizations have been expressing their strong displeasure over the same. Maharashtra Government has bowed before few atheists. Hindus now feel that if the Maharashtra Government is going to take advantage of the lack of unity among them, they would once again come together and take to the roads showing the strength of their unity.

Anti-Superstitions bill issue : Warakris slap legal notice on the Govt. for cheating

Warakari Sampradaya has set an ideal before Hindus of how to fight, in lawful manner, for their rights. On this basis, will the other pro-Hindu organizations also get ready to fight against anti-superstitions Act ? – Editor SP

Pune (Maharashtra): The Government has cheated Warakaris by not taking their opinion into consideration while preparing the anti-superstitions Act; therefore, a legal notice has been issued on behalf of Warakari Sampradaya against such cheating.

In the year 2007, Warakaris had stopped ‘Ashadhi’ pilgrimage at Vakari to protest against the anti-superstitions Act; after which the Chief Minister had met them and promised that their views will be taken into account before drafting this Act; but the Government of both the Congress parties has hatched a plot to pass the said Act during the budgetary session of the Legislative Assembly leading to deceit of Warakaris. A notice has been issued on behalf of advocate B. L. alias Bapu Chhajed, the Chief Executive of Maharashtra Warakari Mahamandal and President of ‘all-India Freedom-fighters’ Committee to the State Government under clause 80 of CPC. Advocate Neelakshi Bhamre handled the matter.

It has been mentioned in the notice that – ‘We have time and again registered our protest against the anti-superstitions Bill passed in the Legislative Assembly in December 2005. The Chief Minister had promised us when we met him on 8th July 2005 that the Bill would not be passed without taking into account the views of Maharashtra Warakari Mahamandal. Warakari Mahamandal held meetings in this respect in the years 2007 and 2009. A press conference was also held in this regard in the year 2009. We have sent information to the Government on shortcomings in the said Act, through the medium of one circular. This Bill is against the right to follow any religion conferred by our Constitution. The word superstition is not even defined properly in this Act. It is wrong to pass such Act under the influence of anti-Hindu organization like ANiS. The effort of the Government to pass such un-Constitutional Act can be illegal; therefore, it should not be presented in the legislature. In case the Bill is not cancelled after two months from the issue of this notice, the Government will bear the expenses incurred for issuing this notice as also further legal expenses.’

Govt. keen to pass the Bill on eradication of superstitions

Mumbai: The Government is very keen to pass the Bill in the guise of eradication of superstitions which, in fact, imposes restrictions on Hindu Dharma and its followers. Now the Bill will be presented with the deceptive title under the guise of ‘Maharashtra Narbali va Anya Amanaviya Anishta and Aghouri Pratha va jaadutona yana pratibandh va tyanche samul uchhatan Adhiniyam 2011 (Maharashtra human killings, other inhuman, improper and terrible customs and traditions, black magic and their eradication Bill 2011). The clauses imposing restrictions on carrying out religious rituals and Saints have NOT been amended. 

Govt. firm about not modifying the Bill

The office bearers of Andha-shraddha Nirmulan Samiti (ANiS) are camping in the office of Minister for Social Justice and other Government officers so as to ‘brainwash’ them; therefore, they are not against passing of the said Bill. Moreover, if somebody goes to explain the shortcomings in the Bill to the Government officers, they start asking whether the person did not want that superstitions should be eradicated. They advise that such Act should be supported and show their keenness in passing the said Act.

Govt. not interested in inviting HJS for discussions !

Recently Hindu Janajagruti Samiti members had met the Social Justice Minister. He was also given a representation that HJS should be invited for discussions on the subject. A reminder letter about the representation was submitted on behalf of HJS yesterday. It was brought to the notice of the Government that it had promised Warakari Sampradaya. Minister Moghe said, “The shortcomings and objectionable clauses have been removed from the proposed Bill. MLAs like Mr. Diwakar Raote of Shiv Sena, Mr. Mangalprabhat Lodha of BJP and those who had opposed the Act were consulted and their suggestions have been incorporated modifying the Bill; as such now we have got their approval to pass the Act. If there are still some drawbacks in the Bill, those can be modified by discussing them in the legislature.”

In case of opposition, the Bill will be passed on the basis of majority

Both the Congress parties have decided to pass the Bill, irrespective of the opposition, on the basis of majority. It is learnt that NCP was planning to issue a party circular for its MLAs in this connection. In December 2005, the Bill was passed in the ruckus, on the basis of majority, without holding discussions on the same. The same ploy has been hatched even at this time. ANiS has been constantly following the matter with both the Congress parties.

Hindus oppose the anti-superstition Bill

HJS has opposed the Bill right from the beginning, in lawful manner. MLA Mr. Diwakar Raote had held discussions for two and a half hours while opposing the Bill in December 2006. The Bill had to be referred to joint review committee (JRC) due to the points presented by Mr. Raote on the basis of decisions taken by the Supreme Court from time to time and the Indian Constitution. In June 2007, JRC had called for people’s opinion on this Bill. Out of 1,20,000 letters received from the people, more than 40,000 letters showed the shortcomings in the said Bill. About 5,00,000 ‘warakaris’ had held up their ‘Ashadhi’ pilgrimage to oppose the Bill which had shaken the Government. The State Government promised the warakaris that it would discuss the Bill with them and remove the shortcomings; but all the promises by the Government turned out to be futile. Hindus have to once again awaken their elected representatives in this regard.

Secular Govt. misleads Hindus

It has been learnt from reliable sources that the clauses no. 13 of the Bill and 12 of the Schedule have been retained as it is without making any changes. Shiv Sena leader Mr. Diwakar Raote had given a letter for modifications in clause 13 and clause 5 about the Company; but the modifications have not been carried out. BJP and HJS had also pointed out many shortcomings and opposed the Bill. The modifications suggested by the people, when their opinion was sought, have also been overlooked. Even then the Social Justice Minister Moghe and the concerned Government officers are misleading Hindus that the changes have been carried out in the Bill.
