Panaji (Goa): The high court of Bombay at Goa on Tuesday directed the state government to decide within a week over whether the recent cabinet decision on the medium of instruction (MoI) would be implemented in a phased manner from this academic year or from the next.
A division bench comprising Justice S A Bobde and Justice F M Reis passed the order while hearing a petition filed by educationist Pandurang Nadkarni and others challenging the cabinet decision to provide grants to English-medium primary schools in the state.
During the hearing on Tuesday morning, senior advocate Atmaram Nadkarni, who appeared for the petitioners, pointed out that the monitoring committee set up by the government had opined in its report that the decision should be implemented in a phased manner from the primary level and it should not be forced upon students. But now it is too late as we are already a month into the current academic year, Nadkarni argued.
At this point of time, the court enquired from advocate general (AG) Subodh Kantak whether the government wants to implement the decision in a phased manner in accordance with the suggestions of the monitoring committee. The AG replied that it would inform the court during its afternoon session. In the afternoon session, the AG told the court that the government was in the process of taking a final decision over the matter.
The court, thereafter, directed the government to decide over implementing the MoI circular within a week and to inform the court on the next date of hearing. The AG has also assured the court that the government would not implement the MoI circular until the next date of hearing. The court will hear the petition on July 19.
