Cow-slaughter should not be allowed on ‘Bakr-Id’ ! – Circular issued by Home Department

Mumbai : In terms of clause 5 of Maharashtra Animal Protection Act, 1976, there is total ban on slaughtering of cows in the State. Cow-slaughter should not be allowed. Slaughtering of one year old calf or calf below that age should not take place. All police machinery and District Collectors should take proper care. A circular to the above effect has been issued by the State Home Department on 15th September 2012 and sent to all Superintendents of Police and District Collectors in the State. The millions of cow-protectors are therefore, wondering whether the Police and District Administration is actually going to implement the instructions given in the circular.  (The present rulers have eye on votes of those who slaughter cows; therefore, they take no action in the matter. It is observed that the State Government is following ban on cow-slaughter only on paper ! – Editor SP)

It has been stated in the circular that

1. Adequate police force should be deployed at slaughter houses to prevent illegal slaughtering of animals on the occasion of ‘Bakr-Id’.

2. At district places, meeting should be held by respective Superintendents of Police with transport officers, officers from Animal Protection Department and the chief administrative officers of Municipalities so as to prevent illegal slaughtering.

3. On the day of ‘Bakr-Id’, if the honorary Animal Welfare officers appointed by Maharashtra Animal Welfare Control Committee send complaints to police about attempts of illegal killing of animals or animals being transported for the purpose, police should take immediate note of it and take action. If any complainant seeks police help, it should be provided immediately.

4. On the occasion of ‘Bakr-Id’, animals are transported from other States where also law banning cow-slaughter exists. It has been observed that animals are purposely crippled.  Animals being transported should, therefore, be examined by veterinary doctors. If it is found that animals were deliberately crippled, prompt action should be taken against the concerned.

5. It has been stated in the circular that care should be taken to maintain peace and law and order in the State; besides taking care that communal harmony is not disturbed anywhere in the State.
