Mumbai: The Joint Review Committee (JRC) was granted extension of time yesterday in Legislative Council to present its report on the ‘Maharashtra Eradication of Black Magic and Dreadful and Unreasonable Practices Bill, 2005’. (Beware Hindus! The ghost of anti-superstitions Bill is not yet destroyed! – Editor SP) Now, JRC can present its report by the last day of the next session of the Legislative Assembly.
The controversial Bill was sent to the Legislative Council after clearing the same in the Legislative Assembly; but BJP-Shiv Sena MLAs had strongly opposed the Bill. Therefore, JRC was set up on 17th Apri 2007 to discuss ‘pros and cons’ of the Bill. Even opinions were sought from public on the proposed Act. There is a rule that if a Bill is not passed in 3 sessions of the Assembly, it is considered as annulled. The current session was the third and last session of Legislative Assembly from the viewpoint of passing the Bill. So, the Bill should have been annulled if not passed in the current session; but the session of the Legislative Council has been adjourned and JRC got extension of time limit; as such the Bill could not be cancelled.
