Success of HVP : Govt orders closure of ‘Idgah’ slaughter-house at Bhiwandi

Mumbai : Shri. Dharmaraj Chandel, a devotee of H. H. Asaramji Bapu and a member of Hindu Vidhidnya Parishad (HVP) had filed a petition with National Green Tribunal (NGT), Pune in the year 2014 for closing down Idgah slaughter-house under authority of Bhiwandi-Nizampur Municipal Corporation (BNMC) for causing pollution. As its consequence, Maharashtra Pollution Control Board (MPCB) has now issued an order for closure of Idgah slaughter-house of BNMC. Advocate Veerendra Ichalkaranjikar, the President of HVP pleaded the case on behalf of Shri. Dharmaraj Chandel. NGT had asked member-secretary of MPCB to attend hearing, in person and report action taken by them. Accordingly, during hearing held on 6th April, MPCB’s member-Secretary Shri. Ambalgan was present. Following points have been mentioned in the affidavit filed by him.

1. BNMC has given the slaughter-house on contract and it is under control of BNMC. Every day, 40-50 big animals were slaughtered at this slaughter-house. There was no control over operations of this slaughter-house. Reports submitted by veterinary doctors are not proper; there is no machinery to control pollution and about 5000- 10000 litres sewage water used to be sent out in Kamavari River by this slaughter-house; creating pollution and strong stink. MPCB therefore, issued an order on 1st April 2016 for closure of this slaughter-house.

2. Show cause notice has been served on an officer of welfare department of MPCB for not taking necessary action and digressing from duty.

3. An order has been issued to Electricity Board and BNMC for disconnecting its power and water supply.

4. The slaughter-house has not obtained NOC from MPCB. NGT, while accepting affidavit given by Shri. Ambalgan, made a note that basically, it was the duty of BNMC. During last hearing, BNMC Commissioner Jeevan Sonavane had given personal guarantee to Court for completing all procedures within six months; but no action was taken; therefore, NGT asked for explanation from the Municipal Commissioner.
