The Home Department has issued a circular on 1st January 2015 giving few instructions. Under clauses 12 to 15 of Indian Flag Code, there is provision for making appropriate use of national flag. Nothing has been mentioned regarding use of plastic national flags under the Flag Code. Do not use plastic national flags. Flags made of paper may be used as per the provisions of Flag Code. Tattered and soiled national flags may be packed neatly in a cloth or gunny bag; stitching and closing it properly. Such flags may be destroyed after sun set or before sunrise at the District Collector’s or Tehasildar’s office under supervision of senior officers. If flags are burnt, nobody should leave the place till the end; till the flags are fully burnt.
